Apple ID Confirmation pop-up: scam or real?

I woke up this morning to the following message on my iPhone: I had not contacted Apple. I selected ‘Do not confirm’ but I’m curious; is this a bug, or is it a sign of something malicious?

Thanks for the reply. This appeared to be system message in iOS rather than an SMS, iMessage, WhatsApp, etc.

Is there a system vulnerability that allows bad actors to send this kind of message to iPhone users? If so, I think Apple need to address this problem urgently.
